The Universal Service Fund Donates Equipment to UNESCO Youth Advisory Committee

The capabilities of the UNESCO Youth Advisory Committee have received a technological boost courtesy of the Universal Service Fund (USF). On Wednesday the USF handed over six laptops, six tablets a printer and projector to the committee. The items are valued at JA$600,000.

In making the presentation, Marketing and Public Relations Manager at the USF, Deleen Powell, said the donation is part of the Agency’s continued thrust to equip young persons with the tools and expertise to enable them to participate in the global digital economy.

“This donation is particularly significant as the beneficiaries are young persons who are committed to shaping the lives of their peers. With these devices we know the Committee will be even better equipped to carry out its mandate of youth empowerment” Powell said.

In receiving the items on behalf of the committee, Minister of Culture, Gender, Entertainment and Sport Hon. Olivia Grange thanked the USF for its support which she said would go a far way in aiding the Committee in the execution of its projects.

“The Secretariat is moving to implement projects towards empowering youth at risk, including young boys between the ages of 5 and 18 who struggle academically and teenage mothers.” Grange said. She added that the programme will be focused on providing vocational skills, training, entrepreneurship and literacy. The Universal Service Fund is an Agency of the Ministry of Science and Technology mandated to increase access to and use of Information Communication Technology island-wide. The Agency achieves this through the establishment of community computer labs, public wi-fi hot spots and the financing of ICT related educational projects.

Baseless And Duplicitous – USF Refutes Claims Regarding Its Board Composition and Operations

The Universal Service Fund is seeking to correct misinformation currently in the public domain regarding its operations and the inclusion of representatives from the major telecommunications companies on its board of management.

Firstly, the Agency is reiterating that it submits to audits by the Auditor General bi-annually (every two years), in keeping with the Public Bodies Management and Accountability Act.

The Auditor General last probed the organization’s operations in 2016, and as such, the Agency is now due to be audited.

It must be emphasized that the USF welcomes such audits as they allow the entity to identify areas for improvement, so it can better serve the Jamaican public in the execution of its mandate.

Secondly, the USF’s Board of Management up to the 2017/18 financial year included representatives from both major telecommunications companies. Those posts were vacated upon the resignations of the individuals from their respective posts, and by extension, from the telecommunications industry.

The USF would also like to remind the public that contrary to assertions being promulgated in the public sphere, the Chairman does not appoint the board of Management, nor does he have the power to call for any board member’s resignation. The Agency therefore finds any assertions of a ‘deliberate attempt’ to remove the representatives of the island’s major telecommunications companies as baseless and duplicitous.

USF Begins Search For a New CEO

Chief Executive Officer of the Universal Service Fund Ms. Suzette Buchanan has separated from the Agency. 

Ms. Buchanan’s last day at the helm of the organization was Friday August 17. 

In making the announcement, Chairman of the Universal Service Fund Board of Management, Mr Robert Lawrence, said the USF board thanked Ms. Buchanan for her service to the organization and wishes her the best in her future endeavours. 

Mr Lawrence added that the Agency will continue the execution of its projects as outlined in its Strategic Plan 2018-2021. 

The Financial Controller of the Universal Service Fund will act as CEO in the interim until a suitable replacement is found following a recruitment exercise.

Connecting Jamaica – USF To Provide Free Wi-Fi At Emancipation Park This Year

By December 2018 visitors to Emancipation Park, St. Andrew will have access to the internet via their mobile devices at no cost. The connectivity is courtesy of the Universal Service Fund under its Connect JA Free Public Wi-Fi project.

Under Connect JA, seven (7) free public Wi-Fi hot spots have been established at a cost of JA $124 million. The project complements the USF’s Community Access Point initiative which has seen to the establishment of 271 internet cafes in underserved communities island-wide.

Chief Executive Officer of the Universal Service Fund Suzette Buchanan said the drive to establish free public Wi-Fi hotspots is in keeping with the Agency’s expanded mandate as outlined in the Telecommunications (Amendment) Act 2012.

The USF was established by ministerial order in 2005 as the Universal Access Fund Company Limited and was given the mandate of ensuring communal access to the internet at centralized locations such as computer labs. The USF was also established to finance web and computer based educational programmes being executed through E-Learning Jamaica. “Today, as the Universal Service Fund, we are also tasked with providing internet service at the individual level through the provision of devices and Wi-Fi internet access” Buchanan said.

Buchanan said Connect JA, which began in 2016, was also crafted in response to global trends which have seen the proliferation of wireless broadband service. She added that the project aligns with the internet usage patterns of Jamaicans, many of whom are primarily using smart phones and other mobile devices to access the internet.

 “Today, more Jamaicans are banking, learning, shopping and communicating online, while on the go. Through these free public Wi-Fi Hotspots, the Universal Service Fund is empowering Jamaicans to access information and services that can improve their quality of life without the burden of internet costs.” Buchanan said.

According to the International Telecommunications Union, 45% of Jamaicans use the internet on a regular basis, just one percent less than the global average.

With ICT and by extension, access to the internet, globally considered as a key enabler of economic and social development, the USF has a pivotal role in Jamaica’s efforts to bridge the digital divide and in fostering an inclusive digital economy.

Six Public Wi-Fi hotspots have already been strategically established in high traffic areas in Kingston and St. Andrew, Manchester and St. Elizabeth.

By December 2019 the USF will also establish free Wi-Fi hotspots in the old capital of Spanish Town, St. Catherine and the second city of Montego Bay, St. James. Over the next three years the Agency will continue to expand its network to ensure there is at least one hotspot in each parish.

About the USF

The Universal Service Fund is an Agency under the Ministry of Science, Energy and Technology mandated to ensure access to information and communication tools to facilitate development.

In 2005, the USF began operation as the Universal Access Company Limited following a Ministerial Order which mandated that all domestic telecommunications providers are obligated to collect a universal service levy on all inbound telephone calls.

The levy is imposed on International calls terminating on local networks.

Calls terminating on fixed lines incur a levy of US$0.03 and US$0.02 on mobile lines. The funding acquired from this levy is used to further our mission to provide universal access to all Jamaicans, regardless of age, class or geographic location.
